Section: 1915 State Longitudinal Data System

The state longitudinal data system (SLDS) is established in N.D.C.C. chapter 15.1-02, under management of the statewide longitudinal data system committee. The chancellor, or chancellor's designee, is a member of the committee. This Procedure establishes guidance for NDUS interaction with the SLDS.
  1. The NDUS Chief Information Officer (CIO) is designated the chancellor's designee, to represent the chancellor on the statewide longitudinal data system committee in the chancellor's absence.

  2. The NDUS research analyst is designated the primary contact person or liaison for SLDS data requests. Requests for information, assistance or inquiries from SLDS shall be directed to the NDUS research analyst. The research analyst shall inform NDUS vice chancellors and CIO of requests concerning their areas of responsibility. The research analyst shall review and act on the request as required and appropriate. The chancellor or CIO shall determine whether data may be exposed to SLDS and at what level, following consultation with legal counsel or other NDUS and institution officials as required.

  3. Requests received at an NDUS institution for information involving multiple agencies or institutions shall be directed to the NDUS research analyst.

  4. The CIO, vice chancellor or other senior member of the chancellor's staff may respond directly, consult or forward the request to the research analyst, or forward the request to SLDS, as necessary.

  5. SLDS reports forwarded to the NDUS for review prior to being released shall be directed to the NDUS research analyst. The research analyst is responsible for review and approval of draft SLDS reports containing NDUS information, prior to release of final SLDS reports.
