Wisecup named Vice Chancellor of Strategy and Strategic Engagement

BISMARCK, N.D. - A new vice chancellor of strategy and strategic engagement has been named at the North Dakota University System.

James "Phil" Wisecup has now taken on these responsibilities. Wisecup, who goes by Phil, is a retired Navy Vice-Admiral, was President of the US Naval War College, and has deep experience in strategic planning and innovation.

Wisecup most recently served as the director of the Chief of Naval Operations' Strategic Studies Group, and as a faculty member of the U.S. Naval War College since leaving active duty in 2013.

Chancellor Mark Hagerott said Wisecup would be a great fit for the position.

"Phil brings a servant leadership attitude and a large amount of strategic experience and leadership to our team," Hagerott said. "Since he began at the NDUS about a year ago, we have seen his willingness to build relationships and continue campus collaboration initiatives, specifically through our strategic plan called Envision 2030."

A graduate of the U.S. Naval Academy, Wisecup served in a variety of seagoing commands and in staff positions during his active duty career which spanned 36 years, including overseas assignments at NATO Headquarters in Brussels, Belgium and in Seoul Korea as the senior US Navy Flag officer there. His senior executive positions included Director, White House Situation Room, Commander, USS Ronald Reagan (CVN-76) Carrier Strike Group, President of the U.S. Naval War College and Inspector General of the Navy.

Wisecup holds Masters' Degrees in National Security and Strategic Studies from the U.S. Naval War College; in International Relations from the University of Southern California; and in European and Defense Studies from the University of Strasbourg, France. He is the recipient of the Admiral James B. Stockdale Award for Inspirational Leadership, as well as the Superior Civilian Service Award from the U.S. Navy for his work as Director of the CNO Strategic Studies Group.
